To understand electromagnetism we use
Maxwell's Equations

For magnetic fields we use:
div B = 0
and
curl H = J + dD/dt
with H proportional to B, and D proportional
to E

Here approximate no electric
field as the plasma has no overall charge

To simplify the problem use the magnetic
field with lowest energy, i.e. the one with no current density
-
This implies use a scalar magnetic
potential; problem is completely analogous to the electrostatic
case.
